Except for citizens of Denmark, Finland, Iceland and Sweden, all international students need a residence permit if they intend to stay in Norway for more than three months.
As a general rule, the residence permit should be applied for and granted before the student arrives, regardless of whether a visa is needed to enter Norway or not.
A certified copy of the acceptance letter from University of Nordland must accompany the application.
